David Elder is a highly-regarded lawyer with over 19 years experience in communications law and policy, privacy law and compliance, and lawful access to telecommunications.


David formerly practised regulatory law with Bell Canada, where he was most recently Vice President, Regulatory Law.  He also acted as Bell Privacy Ombudsman, the equivalent of Chief Privacy Officer, and served throughout his tenure at Bell as Regulatory Counsel to Bell ExpressVu (now Bell TV).   David spent the first 6 years of his career as legal counsel to the CRTC.

David has been an active member of the Information Technology Association of Canada and the Canadian Wireless Telecommunications Association, is the former chair of the Lawful Access Committee of the Canadian Association of Internet Providers and a former member of the Steering Committee of the 45th Circuit program of the Ottawa Centre for Research and Innovation.  He is a Member of the Steering Committee for the biennial LSUC/CBA Communications Law and Policy Conference. He is also a member of the Canadian Bar Association. 


David has been  a fundraising leader for the Bell Walk for Kids Help Phone, winning the Inspiration Award for the highest fundraising of an Ottawa-based team in both 2007 and 2008.  He is also a Board Member of the Sir Ernest MacMillan Memorial Foundation, a charitable organization that provides financial support to young musicians in the pursuit of their advanced education and career development.


David speaks regularly on communications matters, particularly with respect to privacy and lawful access issues.
